Six Policy Imperatives

Despite its strengths, America’s health care system does not work for everyone. For too many people, health care is unaffordable, inequitable, fragmented, unprepared, and of uneven quality. COVID-19 laid bare the severity of these flaws in U.S. health care delivery and the real consequences for people’s health and lives.

The Commonwealth Fund’s 18-member Task Force on Payment and Delivery System Reform has put forth potential solutions for the U.S. Congress to consider for achieving a higher quality, more affordable, and more equitable system. These recommendations are directed at delivery system reform, not insurance coverage, and the federal government, rather than states.

The Task Force issued recommendations across six policy imperatives for Congress.
